- Việc kiểm phiếu lại toàn bộ ở Pennsylvania là gần như không thể (a full-on recount is close to impossible). Bang này cũng toàn dùng phiếu điện tử chứ không dùng paper ballot.
Đây là 1 tiến trình khổ cực.
- Việc recount không nhất định sẽ diễn ra, vì tòa án sẽ xem xét. Hiện Stein đang viện dẫn một số lý do cho việc này, như máy chủ DNC bị hack, phân tích của nhà khoa học dữ liệu Alex Halderman, etc. để yêu cầu recount.
Có 3 con đường có thể dẫn đến recount:
1) Chênh lệch 0.5%. Điều này k thể vì Trump thắng đến 1%
2) Stein không thể tự mình yêu cầu recount, mà cần phải có resident ở bang này giúp làm việc đó. Bởi vì để việc recount diễn ra, trừ trường hợp có bằng chứng rõ ràng về việc fraud voter được quy định bởi tòa án, thì cần phải có 3 resident ở mỗi district làm bản petition về kết quả thông qua 1 bản khai tuyên thệ, yêu cầu recount ở distrinct của họ.
Như vậy chỉ riêng Philadelphia đã cần đến 5000 người chấp nhận làm điều đó, trên toàn bang cần khoảng 30000 người tự nguyện (volunteers) làm điều này (Stein cũng chỉ dành được 49000 vote ở đây).
Hiện Stein đang yêu cần volunteers, cho đến ngày chủ nhật hôm qua lúc 11h giờ sáng, bà thông báo có khoảng 1500 volunteers.
Tuy nhiên, vấn đề là deadline đã qua ở 1 số districts, vì vậy sẽ gần như không thể yêu cầu tất cả district phải recount, bất chấp nỗ lực của Stein.

Voters can still ask for a precinct-level recount in certain counties.
The filing doesn’t mean a recount will happen in Pennsylvania, but rather that a court will consider it.
Stein can’t simply ask for a recount in Pennsylvania. She needs Keystone State residents to ask for one for her.
That’s because for a recount to happen — barring a credible accusation of voter fraud ruled by the courts — three voters in each district must petition the results through an affidavit. Philadelphia alone, with its 1,600 voting divisions, would need requests from nearly 5,000 people to undergo a recount. The whole state would likely need about 30,000 volunteers. Stein got about 49,000 votes in PA.
Through Facebook and Twitter, she’s been asking for volunteers and has set up a process showing interested parties how to file an affidavit. As of 11 a.m. Sunday, she tweeted 1,500 Pennsylvanians had volunteered.
The deadline has already passed in some Pennsylvania districts, Stein said in a message to prospective volunteers. So it’s unlikely all of Pennsylvania is going to be recounted, regardless of Stein’s attempt.
Should a significant number of counties get the requisite number of petitions, the recount process could be arduous. This is because many Pennsylvania polling stations don’t produce paper copies.
For a recount, each machine in the state would have to be opened and re-analyzed. Stein is also seeking volunteers to observe this recount process, especially in Pennsylvania’s smaller counties.
In the Keystone State, recounts can occur three ways. The first is a mandatory recount initiated by the Secretary of State that goes into effect if a candidate wins election by 0.5 percent of the vote or less. That isn’t the case here, as Trump bested Clinton in Pennsylvania by more than a full percentage point.
The second way the state allows for a recount to occur is through a voter-initiated effort, which Stein’s campaign has raised millions of dollars to support. In Pennsylvania, three voters per precinct must sign and file a notarized petition asking for a recount in their precinct. As of about noon today, the Board of Elections in Philadelphia was expecting to receive petitions to recount about 50 of the 1,686 voting divisions in Philadelphia. Allegheny County, where Pittsburgh is located, saw similar results today, organizers told the Pittsburgh Post-Gazette. County officials were unable to provide an estimate.
Wanda Murren, a spokeswoman for the Pennsylvania Department of State, said in a statement Monday afternoon that the state is “working to gather information from the 67 counties regarding their progress in certifying election returns.” She said some counties have already certified their elections, therefore closing the five-day window to petition at the county level for a recount.
The Department of State is aware of petitions for a recount being filed in Berks, Bucks, Centre, Montgomery and Philadelphia counties, but isn’t aware of how many were filed in each county.
Pennsylvania GOP chairman Rob Gleason released a statement at about 4:30 p.m., calling the lawsuit “totally and completely without any merit.”
“This desperate act by Jill Stein and those supporting her is a sad commentary on the failure of some to accept the results of the will of the people as reflected by their votes,” he said in the statement.
The third way a recount can occur is if a candidate files in court and can present evidence showing there’s a probability of widespread voter fraud in the state — enough that the court would deem the state’s election results compromised. That appears to be the route Stein is taking now.
